Наверное надо просто руки пообрывать, правим php.ini и блин не забываем перезапустить апач, или что там у тебя, это раз, php.ini он сука тоже разный для разных целей для cli один, для prefork другой итд, глазки надо открыть =/

У меня PHP Version 5.3.6 аналогичная хрень, на главной и в админке, при этом в админку даже войти не могу.

В php.ini пробовал и date.timezone = Europe/Kiev и date.timezone = Europe/Moscow и как только не пробовал. Аппач соответственно перезапускал - нифига.

тебе ни о чём не говорит точка с запятой перед значением?

и ещё можно указать вручную в самом двиге в common.php date_default_timezone_set('Europe/Moscow');

не забываем что ; в php.ini означает комментарий.
